Federal Single-Payer Legislation

Three Federal single-payer bills have been introduced in Congress. The Minnesota Universal Health Care Coalition endorses all three of these bills.

Expanded and Improved Medicare for All Act - H.R. 676

United States National Health Care Act or the Expanded and Improved Medicare for All Act - H.R. 676. This bill was first introduced in 2003.  It was reintroduced in the 111th Congress on January 26, 2009 by John Conyers (D-MI).  It is a bill "To provide for comprehensive health insurance coverage for all United States residents, improved health care delivery, and for other purposes." H.R. 676 currently has 74 cosponsors including Rep. Keith Ellison (5th Congressional District, MN).  Click on the links below for more information.

The American Health Security Act of 2009 - H.R. 1200

The American Health Security Act of 2009 - H.R. 1200 was introduced in the 111th Congress on February 25, 2009 by Rep. Jim McDermott (D-WA).  It is a bill "To provide for health care for every American and to control the cost and enhance the quality of the health care system." There are 7 cosponsors, none from Minnesota.  S. 703 was modeled after this bill.  Click on the links below for more information.

The American Health Security Act - S. 703

The American Health Security Act - S. 703 was introduced in the 111th Congress, on March 26, 2009 by Senator Bernie Sanders (I-VT).  It is a bill "to provide for health care for every American and to control the cost and enhance the quality of the health care system."  This would create a universal coverage plan that is federally funded, but administered at the state level. Other Reform Efforts

  • Senator Bernie Sanders (I-VT) introduced a bill, S898 entitled States Right to Innovate in Health Care Act of 2009. This bill would amend the Social Security Act to provide grants to states for both planning and demonstration of Universal Health Care programs that meet specified criteria including simplified administration, comprehenisve benefits, focus on primary care and cost containment. The bill specifies that at least one of the five states to receive a demonstration grant must enact single-payer system. The Minnesota Universal Health Care Coalition endorses S. 898.
